ALL UNLAWFUL AND ALLEGEDLY ORCHESTRATED DECISIONS BY THE AUTHORITIES OF THE UNIVERSITY OF MONTENEGRO REGARDING THE ILLEGAL SANCTIONING OF PROF. DR. DUŠKO BJELICA ANNULLED
It has been unequivocally established that the actions of Prof. Dr. Duško Bjelica did not constitute a violation of academic integrity. This is the outcome of the now-final decision of the Ethics Committee of the University of Montenegro, which was required to reconvene after the Administrative Court of Montenegro, acting in accordance with a ruling of the Supreme Court of Montenegro, annulled the decision of the Senate of the University of Montenegro, No. 03-161/1 of January 25, 2022, by its ruling No. 4750/25 of October 14, 2025. The Senate’s decision was unlawful, and Professor Bjelica was sanctioned without a single piece of valid evidence.
It should be recalled that Professor Bjelica was unlawfully and without any evidence found guilty by the Ethics Committee of the University of Montenegro, through Decision No. 01/12-2165/10 of November 19, 2021, of allegedly abusing his position of authority to secure a privileged position for an individual, along with a series of additional accusations. Professor Bjelica maintained both then and now that these allegations were false, malicious, and deliberately orchestrated to discredit him as one of the most respected professors at the University of Montenegro.
Professor Bjelica even offered to undergo a polygraph examination at his own expense, challenging his accusers to do the same. He repeatedly insisted that anyone possessing any evidence against him should present it publicly. However, apart from what he described as orchestrated manipulation, no evidence was ever produced.
Following the determination by the Administrative Court, acting upon the ruling of the Supreme Court of Montenegro, that the law had been violated to Professor Bjelica’s detriment in this particular legal matter, the Court annulled the unlawful decision of the Senate. That decision had upheld the equally unlawful ruling of the University’s Ethics Committee, which had been published on February 1, 2022, in the University of Montenegro Bulletin No. 548.
According to the article’s account, these developments demonstrate that the University administration had sought to discredit Professor Bjelica. The author maintains that this intention has now been fully exposed and placed beyond dispute.
Consequently, acting upon the instructions of the Administrative Court, the Senate of the University of Montenegro convened on November 26, 2025, upheld the objection submitted by Prof. Dr. Duško Bjelica, annulled the 2021 decision of the Ethics Committee Council, and instructed the Committee, as the first-instance authority, to repeat the proceedings.
At its session held on January 19, 2026, the Ethics Committee of the University of Montenegro adopted Decision No. 01/12-72/5 of January 19, 2026, rejecting the proposal alleging a violation of academic integrity, No. 01/12-2165/1 of July 7, 2021.
Thus, after five full years during which he was subjected to extraordinary pressure and what he himself described as an organized campaign of persecution by unscrupulous individuals, Professor Bjelica has demonstrated that he was unlawfully accused and sanctioned. According to his account, false and deliberately recruited witnesses were introduced, some of whom were even replaced during the proceedings. He maintains that he was punished without evidence and forced to defend himself against an organized, calculated, and coordinated abuse of power, which he had publicly denounced on numerous occasions throughout that period.
As an old saying goes: The character of the people is reflected in the stories they tell.
According to the author, Professor Bjelica was targeted by individuals whose conduct can only be described as cowardly and dishonorable — people whom the local vernacular would dismiss as individuals of no integrity or standing.
Justice may be slow, but it is ultimately attainable.
The proposal alleging a violation of academic integrity by Professor Bjelica has finally been rejected.
Nevertheless, Professor Bjelica maintains that there is still much more to reveal about the misconduct he endured. As he has indicated, he intends to disclose further details about how positions, privileges, and favors were allegedly distributed among those involved in what he describes as orchestrated proceedings against him.
